How can buyer send a VIDEO to seller? The seller isn't believing my photos so I want to video front to back of jewelry purchase.

You are not required to provide a video to the seller.

If you have filed a Return Request, you are only obligated to attach a photo. If the seller does not cooperate within 3 business days, you can go back to your Return Request on the 4th day and ask Ebay to step in to help you.
