Does anyone know how to get a hold of ebay customer service?
It's impossible to find a way to chat with customer service. I have a seller that refused to send a return label for an incomplete item. They wanted my "paypal info" to pay for shipping and kept offering partial refunds. Ebay closed the case and there was no way to ship without giving the crooks my paypal info and I could not get a refund. I hate ebay at this point. Go Amazon!

If the seller was in a foreign country, all they needed was your Paypal email address in order to send you the funds to cover your return shipping costs. It sounds like the seller was doing what they were supposed to.
Since you did not provide the information in order to return the item, Ebay closed your case.
This was not Ebay's fault.
