Do sellers normally have you send the money to cash app
I ordered an item from the seller the only reason why I ordered the item was because it said free delivery couple days later he contacts me and says he can't give me the item unless I sent him money to the cash app it seemed kind of sketch and felt kind of sketch but I still sent him money on cash up stupidly he then told me he sent the package to me and when the package got to my door my mailman knocked and said I can't give you this package unless you give me $94 which I've never had a mailman ever asked me for money in my life my dad's a mailman I don't think he was heard of that so this guy's I mean he's either scamming people and using cash app as a side hustle on eBay I don't know what his deal is he said he's a new seller and I don't know if you could just come on here and just with fake IDs or something or what it is but this guy is trying to report me and make me sound like I'm a bad guy when he's the one that is breaking eBay rules I just wanted my item that was it I wasn't expecting to have to pay all that money the extra I would have never even went to this guy had I known that I had to pay for delivery so that's all my question is is do people normally use cash at the sellers do they normally use them and if so how did they like forget things or for bad cuz this guy is using it for bad I don't think I'm ever going to see that money again I don't think eBay reimburses buyers if they go through cash app so I'm not looking forward to getting that back I've actually used cash app in the past with a couple people but it was literally for a different situation like not for changing the delivery payment thing.

No - sending payment outside of eBay checkout is not allowed.
I'm sorry this seller scammed you. Since you did not complete the transaction through eBay checkout, they can not help you get your money back.
If he asked you to use cash app in an eBay message, you can report him - select violated policy - https://www.ebay.com/help/action?topicid=4022 then select offered to sell listed item outside of eBay. In the box copy the message from the seller.
If the price you paid plus $94 is still a reasonable price, I would pay the postage due. If not, ask your post office to refund the delivery for postage due. It won't get your purchase price back, so you must decide if it is worth the loss compared to the extra $94.
The scammer will have to pay the $94 to get the item back form his PO. Plus this will put his PO on alert for his underpayment - something they do not like.
