Do I report another bidder and how?
There's this one bidder who I'm bidding against, and they one up me the very second I press Place Bid. After looking at their profile, they have 11 bids, 5 of which are on this scope alone, only bid on 3 items, and have 100% bid history with the seller who is selling the oscilloscope that I want. The seller mainly sells electronic test equipment like oscilloscopes and lab-grade multi meters, so I can't imagine that this guy is buying everything for an electronics lab all at once. Should I report the seller or bidder and if so, how?

There is nothing to report. Their bids are done automatically by the system because their max bid is higher than your bid. It is called automatic bidding. Here is how it works.
