I was wondering if I need to have a selling license to sell fish on eBay or animals thank you

If selling live animals, sellers must ensure that they have the necessary government permits and also guarantee safe, overnight shipping. So you will need to check with your city and state regarding any permits that might be required for keeping and selling live creatures.

I would recommend checking with your local state licensing board. I am not sure if you are referring to fish you catch and wish to sell, or tropical live fish etc...
eBay does have rules about selling animals and animal products.
