I want to offer customers to buy one at full price and second item at 30% off. First item must be higher than the second item. How do I do that?

If you are selling multi-quanity items, you may be able to use volume pricing. For example, if you have a quantity of 10, you can offer a discount if the buyer purchases 2 or 3 or 4 of the same item. You do not need a store and you do this directly on the listing page.
You can open a starter store for $4.95 a month to give you access to the discount manager. I use it on my listings and have several items that I have buy one get 50% off the second item.
