Difference between what Buyer paid for Media Mail vs packing slip charge for same

Question

Buyer bought 10" x 7" Trade Paper back weighing less than 1 pound. Buyer paid $4.13 for Media Mail but Packing Slip states Shipping Cost at $18.87! I don't understand. No reason stated for this on packing slip. Why has this happened?

https://www.ebay.com/ship/labels/seller-hub It tells you what shipping method was used and how much YOU paid for the label.

If this is just showing wrong on the buyers packing slip I wouldn't include the packing slip. I have never used packing slips and my buyers have never minded. Just extra ink and paper waste UNLESS you are store seller and send offers out this way to buyers.

If you bought the wrong shipping label then you should void the label and buy a new one.
