If you received an item that is not as described (which includes not receiving the full quantity), you have 30 days to open a return using the option next to the transaction in your Purchase History. The seller will have 3 business days to provide a prepaid return shipping label or else refund. If he does neither, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.
The seller may not want the item back but may just send the missing pieces. Or he may refund you for the missing pieces if that's preferable to you. However it goes, do not close the case until you receive the replacements or your refund. Keep your eye on the timelines in case you need to escalate the case to eBay.
