Paid fully for an item 6 weeks ago. eBay non human cust rep. is autrocious. eBay continues to extend the issue based on an erroneous tracking #. How do I remedy ? Does eBay have humans?

Really sorry that happened ... the date you want to keep an eye on is the original estimated delivery date. One day past that is when you can process a claim.
You are protected by the eBay Money Back Guarantee for 30 days from the latest estimated delivery date: eBay Money Back Guarantee policy
You can file a claim via the item in your Purchase History that you did not receive your item one day past the original estimated delivery date and up to 30 days after that. Follow the steps in the claim and they will lead to an eventual refund.

If you waited beyond the 30 days from the estimated delivery date you will have to pursue a dispute with your funding source.

With the eBay 30-day Money Back Guarantee for Buyer Purchase Protection, you're eligible to open an Item Not Received request. The Seller then has three business days to respond. It the tracking shows the item is still in transit, eBay will extend your request by ten days.
If you feel the tracking number the Seller is using is not a valid number, I would message eBay on their Instagram page. That is staffed by eBay Monday-Friday, 6am-6pm PST. Let them know that you might be a victim of a fake tracking number.
