-WHAT was the item and WHAT was the price you had it listed for?
-Was it an Auction or was it a Buy it now item?
-Pay the $ 35, on this page over on the right is the Recent activity file which shows recent transactions. Is the $ 35 shown there, if so WHAT does it say about the charge??? Seller Hub | Your financial summary | eBay
You could still be charged fees, even if the sale didn’t go through, because it needed to be officially canceled. Now you’re stuck with fees for something you never actually sold.

Mentor2 weeks agoDo you possibly owe past fees?
Did you ever cancel that purse purchase?

Mentor2 weeks agoI do not see any Sold or Completed listings from eBay ID "kauf_2850", but there is one negative feedback stating "did not reply to message nor ship."
So this response is necessarily very general.
Was it an item you listed as an Auction? With a Reserve Price?
eBay collects a Reserve Price Fee on all auctions with reserve prices - - - -
whether the item sells or not.
The Reserve Price Fee is 7.5% of the reserve price set on an auction.
If those 35 dollars do, in fact, represent an eBay Reserve Price Fee, that means the reserve price may have been around $466.00.
