You are protected by the eBay Money Back Guarantee: eBay Money Back Guarantee policy
If you purchased an item with shipping just wait one day past the original estimated delivery date then file a claim via the item in your Purchase history that you did not receive it.
If you purchased and item with Local Pick up and the Seller has marked it shipped then get in contact with eBay and let them know you did not give the Seller the QR code or 6 digit code that you received as part of the purchase.

Lets clarify a couple of points:
When you look at your purchase history, does it show delivered there? Or are you getting a message from the seller directly saying its delivered?
Check your eBay purchase history here first:

See if the item is listed here, and see if its shown as delivered. Next, you can check the tracking to see when it was delivered.
You can also contact the shipper (your local post office if they used USPS), and see if they can pull up the tracking number.
If its not delivered, check the tracking status of the item. See if its still in route or not. After the expected delivery date, you can file for an INR. However if they have tracking that shows it delivered, DON'T do this.
There are a few scams about that involve shipping an item near the buyer but to a different address. In these cases its tricky. You need to see if you can verify the size and weight of the package that was delivered, or if they can tell you if it was your address on the package. They will not tell you where it was delivered or the address it was sent to if it was sent to a different address. But they can confirm the rest.
You will also need to reach out to CS about tracking scams for some more steps if this is indeed what happened to you:

Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't. Sometimes you have the Chat option available and other times it won't be. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.
