Did not receive an Item and request for refund was refused.

Question

For the last month or more some of my packages shipped by USPS were delivered and the last one I requested a refund through ebay and it was refused, Probably because the last two times I was refunded for USPS mistake, But not the last one, So I'm out the money, I don't know who is to blame for this for I can't contact USPS I've tried.
