Delivery to buyer didn’t show
USPS said it was out for delivery 2 weeks ago. Now the buyer is wanting a refund. Told them to file a claim. They said seller needs to. USPS says either can file but need receipt. I purchased the label through eBay but no receipt?

When you print a label on eBay using 8 1/2 x 11 paper you can have the receipt portion printed and then cut it off and file it. With regard to the Buyer, if tracking does NOT show delivered they can file an Item not received claim and you can refund them through the eBay claim.
After that, it is up to you to file with USPS ...
On your shipping labels page (Track and manage your shipments (ebay.com)) find the item and look over on the right in the "Shipping details / cost" column and click on the blue carrier link. A pop up will open showing what you paid for the label. Take a screen shot of that, crop the excess background then print it out. Hopefully it will serve as a receipt for you.
