Every eBay listings should have a delivery estimate shown prior to committing to a purchase. The day after that last estimated delivery date the buyer can file an "item not received" case, but not sooner than that. Then if the seller cannot provide tracking that shows delivery within three business days, ask eBay to step in and force a refund. If the buyer does not ask for eBay to step in, after twenty-one business days from starting the case, the case will be closed without a refund.
