several times i order a item it tells me it has been delivered but it has not or sometimes i will find the item a mile down the road sitting on a picnic table this has to stop

Neither the seller nor Ebay is responsible for what happens after delivery. When a package goes missing, you can take the tracking number to the post office to have them investigate where the carrier left the package.
How do you know to go look for an item a mile down the road sitting on a picnic table?
