USPS economy shipping would be parcel select - ground shipping. You can add it to your listings. It is good to give your buyers the choice, to save a little on the shipping.
If the buyer purchased an item with expedited shipping, you can send parcel select and refund a portion to the buyer, but I would only do this for an established eBay member, since the slower method will make the package arrive late and the buyer can open a not received claim.
