declaration value requested from buyer

The buyer is asking me to declare item and enter a dollar amount. If I am shipping to the Illinois international shipping do they do this or is there a way to send this message to them? Not sure how to proceed.

If you're using eBay International Shipping, the shipping hub will handle customs forms. The declared value will be what the buyer paid. (To declare less than that is a crime.)
