If a seller provides tracking that shows there is a delay in the shipper's system, you should contact them about it, asking them to check with the shipper to get it unstuck.
When you made the purchase what was the estimated delivery time frame. If the last estimate delivery date has passed you can file an Item Not Received (INR) dispute from the More Actions button in your purchase history.
If this is about the seller who left a recent feedback for you, whose username starts with a " Z " The item may be being shipped from China. The seller's item location is ebay's old Global Shipping service's location in Kentucky, and they are registered in China. You may see a domestic service's tracking number but if the item is coming from China it will not update until it has arrived in the U.S. passes through customs and is turned over to the domestic shipping service for final delivery.
