Dealing with a seller
I was told by a seller in messages that they would accept $20 on an item I want to purchase . They said for me to make a counter offer but eBay didn’t give me this option. So I told the seller I would decline her offer and she could resend me the correct amount on the new offer . She told me she can’t post it because two people are looking at the shower curtain ( even though she tolde she would accept $20 for it ) and eBay won’t cancel the offer . I asked her to let me do the full amount and have her reimburse me and I haven’t heard anything back yet . It’s frustrating . What can she do to place another offer too me ?

Your seller can only send 1 outgoing offer to you.
After that they can only send counter-offers.
If you reached the limit of your counteroffers (usually between 3 and 5) you can't send another counter offer which sounds like it happened.
If the seller has other counter offers out there, they can't edit the listing.
So
Really the only option at this time is for the seller to end the listing and relist it (or if they have several of this item, create a listing just for you with 1 curtain). The seller should list $20 or put Best Offer on that listing.
You be able to send an offer on the new listing.
