dealing with a buyer who asks to reduce the selling price

A potential buyer asked me to reduce the selling price of my item, and as I'm in a hurry to sell, I did so, but he didn't respond, even after the numerous messages I sent

I then increased the price, he then said he never got around to reading the messages, and I again reduced the item to our agreed-upon price. I am still waiting for the buyer to buy my item. I am moving out of state and want to ship my items to my new address. I can only communicate through eBay messaging and I set a time limit for him to reply. If he does not am I within my rights to cancel the agreement and stop him from ever attempting to purchase from my sales in the future?

You are being very generous in your dealings with this potential Buyer. If you feel you need to honor your agreement, once the time limit expires, essentially "all bets are off." I would not give this Buyer a third chance, especially when he is not able to get around to reading his messages from you.

eBay now has a Report feature in eBay messaging. It's either under the Action menu or the three dots in the upper right. If you go to that feature, one of the options is to block the Buyer. He may still be able to contact you after you block him, but he won't be able to make a purchase.
