Deadbeat seller refuses to ship, refuses to cancel, ebay wont step in
So I purchased an $85 item from a relatively new seller (feedback rating of 7), and then the seller tells me "Ebay charges too much in sellers fees, I cant send the item to you". Fine.... I created a return for the item, and then the seller says "Dont do a return, do a cancellation".
So, I cancel the return.... and the seller goes silent. He wont respond. He wont cancel the transaction He wont refund my money. He wont respond to any of my messages.
Worst of all eBay wont step in, because they say "You cancelled the return, there's nothing we can do"
I can't get a hold of an actual "person" at eBay to rectify this. I already left negative feedback (of course)... but this guy took my money... and i have no way to get it back.
And.... I can't cancel the transaction, because the seller has the tracking information stuck at "Shipping label created, USPS awaiting item". That means he never shipped it, and he's stated in past messages that he's not going to.
What do I do? How do I get eBay to step in and deal with this dead-beat thief/seller?

Only the seller can cancel, so he should have just refunded your payment. I'm sorry that your seller decided not to complete the sale, and did not know how to handle it.
Ask customer service if they can open a not received claim. Tell them if they can't help, you will open a charge back with your credit card.
To speak to customer service, use the link on the right side of this page “have us call you†- https://www.ebay.com/help/eua?id=5275&mkevt=1&mkpid
If you don't see 'have us call you', click chat. Then type contact an agent.
If they can't help, call your card issuer and ask them to open a dispute for an item not received.
