Scroll down the page and turn on the option to auto-block buyers with 2 or more unpaid items within 12 months to help protect yourself from repeat offenders.
Be sure you are waiting until day 5 to cancel the transaction using the reason that the buyer didn't pay. The buyer will earn an unpaid item strike on his account, and two or more of those can curtail or end his ability to continue buying on eBay.
