deactivating account of incapacitated person
I bought something on eBay about 3 weeks ago and it has not shipped yet. I've asked eBay for a refund, but also noticed all the feedback the seller has received in the past year is negative and mentions no responses to queries.
The seller states on his page that he is 82 years old and in poor health, so I think its safe to assume that he's permanently incapacitated, or possibly even deceased. Is there a way that the seller's account can be deactivated?

eBay monitors Return and Item Not Received Cases and will take action on that basis.
Nonetheless, what the eBay Item Number for the listing, I can look at it and perhaps provide more advice.

After looking at the seller's account, I understand your concern.
While you are waiting for your refund, I suggest you use eBay's social media customer service to get assistance, and report the issue to those agents.

Just sent a private message to the page explaining what happened.
I'll also see if I can get some attention to the situation, but it's best if you do too.
The seller has only 3 negatives in the past year which were all refunds for non-delivery.
Immediately prior to that, there were 2 neutrals for the same issue.
