I need help with a shipping issue with USPS. I purchased the label to ship a bust of JFK from eBay. It was sent to Puerto Rico and arrived broken. The buyer sent me photos of the bust and it was in 20 odd pieces. The buyer has not asked for a refund but asked me to file a claim with USPS. I did not purchase extra insurance but since the label was purchased with eBay I am understanding that it is automatically insured for $100. I tried to open a claim from the shipping labels page but there is no open claim option. I then go to USPS.com to open a claim and when I enter the tracking number it comes back with the message that that shipment is not eligible for a claim. I have tried to contact eBay with no success. I want to refund the buyer but I want USPS to refund me. What can I do?
