Damaged item

I received a damaged item. Is the seller responsible to fill for damaged or the buyer?

@tchbust_0 The buyer is covered by the eBay Money Back guarantee. The postal insurance if any is for the seller. You can reach out to the seller and see if they wish to file a postal insurance claim. If they do then you send them a photo of the item, the box, and the packing material. Then the seller refunds you RIGHT AWAY. You don't wait for the insurance payout if any. Hold on to all items in case the postal service wants to the see them to pay the sellers insurance claim.

If the seller doesn't refund after you send the photos then file a return request>

You have 30 days from date of delivery to file an item not as described refund request on eBay.

4 business days after filing the return request if the seller has not provided a return shipping label OR sent the funds to your PayPal account to pay return shipping if they are in another country then ask eBay to step in and help:

If you have to purchase a label at the post office with the funds that the seller provided be sure to upload the tracking number into the case. The tracking number is your proof of delivery.
Returns to countries that do not have 1st class delivery confirmation MUST be shipped Priority Mail.
