Once the buyer chose to buy your listing, when it closes they have 3 days to pay. If there is no payment, you, the seller, can file on the 4th day to cancel the transaction with the reason buyer didn't pay. That gives the defaulting buyer a Unpaid Item Strike and cancels the sale.
While you don't see a buyer's Unpaid Item Strikes, once a buyer has at least two Strikes, they can be blocked by any eBay seller who sets the Unpaid Item block for 2 or more Unpaid Item Strikes.

Mentor3 years agoIf a buyer doesn't pay within 4 days, on the 5 day select the cancellation option in the dropdown next to the order using the reason that the buyer hasn't paid. The buyer will earn an unpaid item strike on his account. Two or more within a year and his ability to buy will be limited or even ended.
Add the buyer to your blocked buyer list here:

Scroll down that page and turn on the option to auto-block buyers with 2 or more unpaid items within 12 months. That will help to protect you from repeat offenders.
