I have an issue with an item i shipped. The item was shipped with a bad ebay issued tracking number and my customer never received item. Cannot file a claim with bad tracking number. I cant talk to no one directly and have tried everything else. How do I file a claim?

Since you sell trading card I am assuming you shipped using eBay standard envelope. The tracking on that is different.
eBay standard envelope (ESE) shipping does have tracking but it is not the same as the USPS tracking on packages.
It is only trackable via the eBay website in the buyer's Purchase History or a sellers Order History.
It is a form of contracted business metered mail (similar to other forms of metered mail, such as utility bills, credit card bills, etc). It will not get an acceptance scan from USPS at the counter or by the letter carrier. As the envelope is processed through the system any scans are recorded in the tracking information.
Metered mail is marked as delivered once it reaches the regional sorting facility, not the buyers address. It can take several days for the envelope to be delivered to the buyer after the delivered scan. If a buyer messages that the tracking shows delivered but they did not get it you can let them know about the difference in tracking.
