Is there an actual phone number at Ebay? I need to speak with someone about a seller who sold me an item that was fraudulently listed i.e. there were items missing despite the listing stating they were on the item.

If an item is not as described, it can be returned at the seller's expense for a full refund. Ultimately, that is your final recourse if you are unable to work something out with the seller regarding the missing parts.
