Curbing lower shipping fee rankings

If a seller offers free shipping, their rating for Shipping Fee should be a 5 by default in reviews.
If a seller offers to ship for a 25% or less fee than the shipping service would have charged them, the seller should get a 5 on Shipping Fee ranking in reviews.
This particular rating scale is essentially holding sellers hostage if they do not offer free shipping. Please consider a more tiered, scaled revision.
