-- If you do NOT want to ship internationally, do these 3 steps.
1) Make sure you are Not Enrolled in eBay International Shipping Programs here:

AND
2) Make sure to exclude all the continents/countries/places you do not want to ship to here:
https://www.ebay.com/ship/prf/excludeRegions
- and check the box "Also apply to current listings" (it will apply to listings that can be revised)
AND
3) Block buyers whose primary shipping address is in a location you don't ship to. (Check the box)
- Apply the above settings to active and future listings (flip the switch)

PS: If you can opt in to eBay International Shipping, I suggest you ship internationally through EIS. It is a no-pain way to get more sales.
