Create claim option is not available

I need to create a claim for a damaged package carried by USPS. I believe I should have ShipCover to start the process but the "create claim" option is not available in my shipping label actions! What am I missing?

Did you try to file a claim directly with USPS?

I know that's an option along with https://www.pip-claim.com/ but they are not as easy as creating a claim within the seller portal/shipping labels/actions/>Create Claim. But it doesn't seem to be available there for some reason?
