eBay has never given permission for anyone to sell counterfeit coins ... but eBay has no way of knowing the authenticity of items being sold, since all items are in the possession of individual sellers.
The selling of counterfeit coins is prohibited ... and anyone purchasing one is protected by eBay's Money Back Guarantee. [They merely have to file a 'return request' from their Purchase History within 30 days of receiving the item.] Sellers found to have been knowingly selling counterfeit items are usually suspended.
That said, China is known for selling fakes of all kinds. I recommend not buying from that region to be safe.

I don't know which seller you're talking about ... and you wouldn't be allowed to post their name in the Community ... so I cannot check out their reviews. Sorry.
I'm not very familiar with numismatics personally, so don't know the pricing of American Eagle coins.
