-I read that Feedback you got from a Seller. It sounds like you filed a claim that you did not receive the item and won the claim. So you got the item free when it was delivered.
-It sounds like you then claimed that your bank(s) will not let you pay the Seller for the item. The Seller's name and address was on the label on the package. You could have tried sending a check to the Seller to pay for what you received. That may or may not have worked since the currencies are different between the two countries.
-This is 2024 and there are many ways to send money to people in other countries. Perhaps you could find one that works so the Seller can have the money for what you purchased.
-As for the Feedback, you can follow the advice that @comics-scifi-collectibles provided, the Seller's Feedback violates eBay policy, a Negative comment on a Positive Feedback, although as I read that Feedback it reads more like a record of what happened opposed to being a negative comment, just my opinion of course.
@ian273 Sellers are not allowed to leave negative comments for buyers. You'll need to contact eBay customer service and ask them to remove the comment. The positive rating will stay though.
Since you are in another country you will need to contact customer service by sending a PRIVATE message on social media. Customer service verifies your identity before responding.
