Does anyone know how to get in touch with a human here?

I cancelled a dispute through PayPAl.

Ebay is still showing it open and I cant ask for a return from the seller until Ebay changes this.

How the heck do you get them?

Once you start a dispute with PayPal, eBay will no longer help as the matter is taken out of eBay's hands at that point.

When there is a problem, always start by trying to get a refund through eBay first. If that does not work, then try PayPal. If that does not work, then try your credit card issuer. If you go out of order, you cannot go backwards.

You may still have recourse through your credit card issuer, though.

You can use the Help & Contact link at the bottom of the page to request a call back from eBay. Use the "Contact us" link and follow the prompts for your issue and you should eventually wind up on a page with a chat option. Choose that, and the last option that appears in the chat window -- use the "See more" option -- should be "Contact an Agent" to request a call-back if you are in North America.
