Why is it so difficult to speak to someone at ebay? The assistant is terrible. They say someone will call, but it goes into my voicemail with an automated reply. I"ve checked my phone settings and everything is good.

The call back doesn't always work well.
You can always ask your question here, if you don't mind posting in a public forum, and it's not personal account related.
Or...reach out to the eBay social media teams - they are very experienced.
