Contacting Allstateus to file a claim for failed item covered by warranty.

I purchased an item on e-bay and a three year Allstate Protection Plan and the purchased item has failed within the protection period. When I attempt to contact Allstate via the ebay "contact seller" portal, I get a Pop-up message that reads, "We're sorry, but this seller has chosen not to receive messages." ebay is not providing any assistance in contacting Allstate.

Can anyone provide insight on how I may contact Allstate to file a claim under a purchased warranty?
