I ordered an item and paid for it with PayPal. Didn't get it and seller won't reply. eBay says I'm not eligible for refund because I didn't use approved payment system. Since when doesn't PayPal work. I can't get help from eBay.

Did you pay through eBay checkout? A direct payment to a seller would not be covered.
To speak to customer service, use the link on this page “have us call you†- https://www.ebay.com/help/eua?id=5275&mkevt=1&mkpid
If you don't see 'have us call you', click chat. Then type contact an agent.
