Confused
Not sure what to do when it’s telling me to pay .98 cents but for some reason neither one of my bank cards are allowing me too access it for the printing a label not sure why the available funds are in my account to cover the cost stressing me out been trying for 2 days now

You need to assign one of those cards as ‘preferred for shipping costs’. Edit the card account here - https://ppcapp.ebay.com/myppc/wallet/list
The reason you need to pay for it - you sold your item for .01 plus shipping, so the fees plus the shipping is more than you collected from the buyer. There is a $.40 transaction fee, plus you pay a fee on the shipping. The sum of the fees must be $.99.
This is a good example of why you do not want to start an auction at $.01, or even $.99.
