I think I understand but I want to double check. EBay has a return policy so if a buyer sells me Electronics that don't work, would I be able to get refunded? Also with the shipping be taken off of the refund?

Regardless of the seller's refund policy, if you receive an item that differs from the description, you can file a Returns Request with Item Not as Described in order to get your money back. The seller will be required to pay the return shipping.
