"Confirm return" button is inactive. Cannot complete return

I cannot get the "Confirm Return" to complete the process. The button is not highlighted after I have added the required info. There is nothing to indicate that anything is missing.

Yes, pictures were uploaded. I finally reached Customer Service and they processed it for me. Thank you.
