Confirm and Pay button is greyed out when I try to apply a gift card to a purchase

Question

I have a $100 eBay gift card. If I try to apply it to the purchase of an item that costs less than the card's value, the Confirm and Pay button is greyed out. If I try to use the same card to apply it to the purchase of an item worth more than $100, the Confirm and Pay button works. Any idea why?

Others have been having problems using gift cards lately. There was a thread about this on the Technical Issues board, but it no longer appears.
