The reason could be "Damaged or Defective Item", "Missing Parts & Pieces" OR "Different from what I ordered > Didn't Match Description" if the item you got was not what was shown and described.
Do not close your return request until you either have your refund in hand or you have the replacement item. Do not close it because the seller promises you something.
eBay doesn't provide many drop-menus for most cases! I want the "Ask a Community" to show where I can get to a "live" representative so that I explain my problem. I don't want to deal with a virtual person/assistant! That's too freaking aggravating! I am a victim of "Bait and Switch", and I want to file a claim against the seller. Why does eBay have to make it an extreme hassle to connect with a "live" representative?!
Have you filed a ‘return request’ from your Purchase History … and chosen ‘Doesn’t match description or photos’ as the reason for wanting a refund? THAT is the best place to start. You’re filing for a refund at the same time as reporting the seller.
Contacting a live agent won’t be doing what you most need done … getting your money back.
The reason could be "Damaged or Defective Item", "Missing Parts & Pieces" OR "Different from what I ordered > Didn't Match Description" if the item you got was not what was shown and described.
This reports the seller and also gets your money back.
In order to get eBay to Step In, you first have to open a case.
When the case is open the seller has a couple days to make it right, then you will be able to ask eBay to Step In right in the case.
If you want to take to someone at Customer Service here's how to reach them. But opening a case will get done what you want done, much easier and faster.

It depends on what the situation with the seller was. If you provide more information, I can be more specific.
eBay's Money Back Guarantee may apply: https://www.ebay.com/help/policies/-/ebay-money-back-guarantee-policy?id=4210
A) If your item didn't arrive, here is how to file an "Item Not Received Case".
1) Look at your purchase history here: https://www.ebay.com/mye/myebay/purchase
- View Order Details
- Check the Estimated Delivery Date for your purchase, and
- Check the tracking for your purchase
When it is past the estimated delivery date (and there is no tracking, or the tracking doesn’t show that is close to delivery):
2) Open an "Item Not Received Case". You can do that right here by clicking on the photo of your item and following the steps: https://www.ebay.com/help/buying/-/reporting-item-didnt-receive?id=4042
(If it is not yet time for a case to be opened, it will give you the exact date after you click the photo.)
You will be able to select whether you want the Item or a Refund
-- You have 30 days from the estimated delivery date to open a case)
3) You can check the status of your case here:
https://www.ebay.com/help/ip?topicId=4667
The seller must respond within 3 business days to provide a delivery update, offer a replacement, or give you a refund.
~~~~~~~~~~~~~~~~~~~
B) If your item is different than described or was damaged, you should open a Return Request.
You can open your return request here. Just click the photo and follow the instructions.
https://www.ebay.com/help/buying/returns-refunds/return-item-refund?id=4041
The reason could be "Damaged or Defective Item", "Missing Parts & Pieces" OR "Different from what I ordered > Didn't Match Description" if the item you got was not what was shown and described.
You will be able to print a label from here https://www.ebay.com/help/buying/returns-refunds/returning-item/return-shipping?id=4066
-- You can check the status of your case here:
https://www.ebay.com/help/ip?topicId=4667
-- Here is a help page where you can learn more:
https://www.ebay.com/help/buying/resolving-issues-sellers/checking-status-request?id=4667
Do not close your return request until you either have your refund in hand or you have the replacement item. Do not close it because the seller promises you something.
C) If you think the seller violated a policy, you can report that seller here: https://www.ebay.com/help/buying/working-sellers/report-seller-listing?id=4022
Click "Report a seller"
Choose " The seller has violated one of eBay's policies"
Talking with a live person won't help you get your money back.
You need to file the Return Request that both I and @house*of*paws explained.
eBay doesn't have an incoming phone line for either buyers or sellers. But you can have eBay call YOU, here
