combining shipping problems

Question

I thought I had it set up to do combined shipping but when the buyer tries, the error message says This seller doesn't offer combined postage discounts. Either the seller has disallowed combined payments and postage discounts, or the period specified by the seller for combined payments has expired.

I can't figure out how to change this. Where are the options to adjust it? I did set up a store so that buyers could just add to cart and pay for all items with a combined shipping rate. What am I missing?

Did you set up combined shipping and length of payment time and to allow buyer requests for invoices in your Shipping Preferences? Are you using Business Policies?
