combined shipping from seller--how does the buyer request this or act upon it?

Many of my buyers buy multiple items and instead of requesting a combined shipping invoice as I do combine multiple items they pay for each item individually, making me refund excess shipping. ebay customer service has told me my settings for this option are correct, yet my customers continue to pay individually. Is it just me with this issue?

@oledw17 . I recommend setting up combine shipping rules so that the shipping is combined automatically. You can use calculated shipping rules that combine package weight which would work for you as your items are small. Calculated doesn't combine dimensions. Or you can use a flat shipping rule and charge x amount for the first item and x amount for each additional item. See this post I made a couple of years ago.
