Combined Shipping Flat Shipping Rules
If a buyer buys several items, all of which have Combined Shipping Additional Item Flat Rate Shipping rules applied, is the additional/combined shipping discount applied to the highest shipping cost item in the order?
In other words, can a purchaser buy 1 item with a $5.00 shipping cost
Then buy Six items with a $100 shipping cost that has an "add $20 each additional item" Combined Flat Rate Shipping Rule, and wind up paying $125 for what normally would cost $605 to ship? Or are they charged $100 shipping for the first $100 item and given the $20 shipping cost on the other 5 of that item?

The system should take the highest item shipping first, then use the additional amounts from the rules attached to each of the other items.
In your example, I assume the item with $5 shipping does not have a rule with $20 each additional, so I would say $100 for the first item, $80 for 4 items at $20 each plus whatever the additional item cost is on the $5 item, so about $185.
Your example seems a bit extreme - why would an item have $100 shipping and only $20 as an added item? Generally you're only reducing the shipping by the extra packing/box weight that the added item does not require when you set a cost for added items.
