Combined shipping fee
Buyer bought 2 items at the same time and paid. Buyer did not use combined shipping.
Does the seller have to refund the combined shipping difference amount to the buyer?
Does eBay charge the seller more in fees, if the seller does not refund for the combined shipping?

You do not have to refund the difference, but it is a good practice.
If you refund part, you will get a fee credit for the amount of the refund. (so yes eBay charges the seller more in fees if you don't refund)
