how do i refund a partial shipping cost?

In addition to the information provided by @eastlaneave the Refund process is now multi-page instead of being done on one page. You first enter the amount being refunded and then the next page lets you select the reason from a drop-down menu as well as typing a message and then the next page lets you confirm the refund.

1) Go to your Sold order here: https://www.ebay.com/mys/sold
2) Select "Send Refund" from the drop-down list to the right.
3) You will be able to select the exact amount of the refund to send.
4) Confirm the refund
