Combine shipping didn't happen

Seller offers combine shipping rates for items. In Check Out, Combine shipping for 9 items no longer exists after I committed buying. What should have been $1.49 shipping, turns into $11.92 shipping. Requested total. Seller sent ONE invoice for ONE item for combine shipping. Seller wants me to Pay Total w/taxes and says he will 'refund' the difference...how does a seller get away w/these practices on Ebay?

Anyone else experience this?? what to do?

Use the CONTACT SELLER link in your purchase history. Explain to the seller that when s/he goes to one of the items to send an Invoice, ebay will state there are other items for the same buyer, would you like to combine shipping. Select yes and s/he should be able to send an Invoice with the discount for combined shipping.
