Closing my account. I owe .70 and the oayment connection says 0, but they won't close account until
I pay. I am caught in an endless loop.

Wow, that's surprising ... I mean what is the 70 cents for and why would it be left on the account if it is owed???

Here is a link to request a call back from eBay and ask them how to pay them their 70 cents. eBay Customer Service
I have a sneaking suspicion that since it is under a buck it might be recognized by their system as a micro-deposit and thus will not cleared on its own or the system doesn't know where to get the payment, like a checking account or something like that.
Have you checked your PayPal account (if you use them) to see if there is a 70 cent payment request there???
