I KEEP getting an email every single time I try to close my account that says “contact us†because there is a restriction on my account. I have tried and I get nowhere. I have not sold anything on eBay and well over two years, I owe no one any money, and no one owes me any money, and I have not had a listing on there and over two years HELP

If you have left the store subscription on the account all of this time even though you're not posting then you owe store fees. An account can not be completely closed until there is a zero balance. That might be why eBay put your account in restricted status as a restricted account can't be closed either.
